I need a bit of help

hello everyone . im new to this and already encountered a chalenge .
so i read all the rules to get my x10 space i assigned for an account on day 15/08/2008 and now it is suspended.
the reason that shows is that i didnt changed index but i was going to do that today , i just took a few days off preparing my website to upload and now i get across with this.
how can i regain that account back so i can upload the site?
anyone knows ? because i cant log in
it says that user name is not availuable :dunno:
