I need help

This keeps coming up when I try to get onto my forum,
Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request. Please contact the server administrator, webmaster@forum.darkremorians.exofire.net and inform them of the time the error occurred, and anything you might have done that may have caused the error.
More information about this error may be available in the server error log.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.
Apache/1.3.39 Server at forum.darkremorians.exofire.net Port 80

I checked my error logs, and this it what it says,

[2007-09-14 23:46:57]: error: file is writable by others: (/home/mike27/public_html/forum/index.php)

So then I try and change the permissions for the file and of course another error has to come up
And that error is,
/home/mike27/public_html/forum/index.php~ chmod failed: Operation not permitted in /home/mike27/public_html/forum

I'm lost, it won't let me change the permissions :/

If someone could help me, it would be much appreciated.

OP, your site works fine it was because of the compiling. Please check the server alerts next time before posting issues.
