1. I need to change the timezone on the server to (date.timezone = "America/Los_Angeles")
   .. How can I edit the PHP.ini file??

Hello,

The php.ini is for your whole server and cannot be edited just for you. You can however add or subtract hours based on your timezone in your scripts. Most CMSs support it.
