I need your suggestions about the best blog software to use.

Hi.

Okay here is what I am trying to do first before I ask the question.

I want to offer a blog like server to my website members where they can have their own blogs, etc (of course appropriate restrictions will be implemented). Now here is the question....

Question: In your opinion which is the best blog software for what I am trying to do?

Note: I have already looked into Wordpress, but I noticed that when a user registers they cannot create their own blog (reg users type: editor, contributor, subscriber, Author, and of course Administrator). I really like wordpress, but I wish to have my members have their own blog site (within my site).

Any, and all suggestions are very welcome.
