What in your opinion is better?

A example of an ICE page is my link in my sig.
(very basic)

This forum is a good example of a Jell-o page.

Here is a great example of a liquid page that sticks to the 35ems rule.
http://www.themaninblue.com/experiment/BrowserWidth/
(not done by me, tying to mod it so that images also resize)
The moded version:
http://www.defectalisman.exofire.net/resize.php
http://www.zendurl.com/t/talisman/resize.php
for now seeing as account is suspended.
Ok now how could i make the back the background dynamic? As the conainer changes shape, so should the background.

I think liquid would be better for pages that entail a good amount of text content.

The terminology that is appropriate for web design is 'fluid' vs. 'static' layouts. Each layout has it's own benefits and downfalls. Really, which one you choose is dependant on what content you are displaying. For smaller amounts, static layouts are better because you can more fully control the style and design. For more content, fluid layouts allow the user to see more content on one page, therefore, increasing readability.

I'm not going to say one is better than the other because they are all good in the right situations.

Checking around they are reffered to as many things. I just like the terminology i used 'cause,

ICE is carved,
Jell-o wobles,
and liqued moves.

Kinda.
