im confused by this error

I have just signed up and get an error saying "Woah! It appears that you do not have hosting under your client account. This could be the result of a different scenarios:
An older account was removed as the result of inactivity.
A past account has been terminated for breaching our Terms of Service.
You have never had a hosting account.
Whatever the reason, you can always sign up for a hosting account now.
If you believe that this is a mistake you may open a support ticket here." when click "sign up for a hosting account now" it asks me for site details that i have already provided and then tells that i already have a hosting account

hey just one other thing, the signup page said that Softaculous was available however i cannot see the icon in my cpanel, is there anything i can do to get it?

It is temporarily unavailable due to upgrades on free server.

It will be back soon.
