Images fuzzy when publishing to web

I took a few pictures with my Nexus 4 smartphone. The images have the following properties:
XResolution: 72
YResolution: 72
Compression: JPEG Compression
Colorspace: sRGB
PixelXDimension: 3264
PixelYDimension: 2448
So, the file sizes are typically in the 2 Mb range, so I resized the images down to just what I needed for the web page (600 x 450) and the file sizes shrunk to a more reasonable average of 10K or less. When I upload them into RVSiteBuilder the images look fantastic, but when I publish them to the web they become extremely fuzzy. I have tried different image processing programs and playing with different parameters, but nothing fixes the problem. What am I doing wrong?

SOLVED. After trying for 8 hours yesterday, it worked fine this morning. The sad part is I haven't a clue why. Of course, now that it is resolved and I can finish setting up the web page, the X10 servers are down or overloaded.
