Incomplete Uploads? & .Smilies?

Since yesterday when i upload a .html through the file manager, it only uploads either 4kb or 16kb which isnt the full file. Also when i try to edit the code through cpanel and paste the code that way and save it, it again only saves 4kb of the file. I am worried if i upload and overwrite a file it will be 4kb in size.

Also when i checked the files & folders, i saw a folder called .Smilies with 12, 0kb images in them? Has my site been hacked?

Please Please help!
