Increasing Downtime on Free Server

Now days ! There is increasing Downtime on the free server. Please Do something. Though this downtime stays for little time. But there is some reason behind this. Pls Solve it.

We pulled out our script that was monitoring for over usage to recode it. This is most likely the problem. We hope to have it done in the next few days. In the mean time I will be reviewing some accounts today and suspending users that consistently use more than their fair share of the CPU.
