IS there some thing wrong with php

Is there some thing wrong with php?
for some reson i cant go to all the pages on my site as i did before the clean up/server restart this weakend.
Url : http://dharmil.x10hosting.com/index.php
This is also not working :http://www.forums.dharmil.x10hosting.com/index.php
it says :
Forbidden

You don't have permission to access /index.php on this server.

Additionally, a 403 Forbidden error was encountered while trying to use an ErrorDocument to handle the request.
