Well I was wondering if I'm allowed to do these two things on X10 or not:

1) Am I allowed to give people working on projects with me access to an ftp acount. This would basicly so we can all have access to the same file set (grafics, sounds, source code etc) and would not effect the website it's self in any way. Just the devlopment of the content that will when it's finished(or is ready for beta testing) make it's way onto the site (after ive gone through it removing the junk and putting together a single zip etc). (if ftp is not allowed is a simply php upload/download form allowed for this purpose?)

2) I want to allow users to submit there own resources. Am I allowed to have a system that allows registered users to submmit files (with descript, images etc). These won't be visible as soon as there uploaded but intsead will be added to some sort of "to be reviewed" list. Then content I think should go on the site I will move and set up correctly (eg inserting the correct html into the descriptions etc)

1. I do not believe so - only the person who made the account is allowed access to the server files.

2. If it will be anything like file hosting, then no. No third party is allowed to have files hosted on your server.
From the TOS:
Personal account holders are not permitted to resell, store or give away web-hosting services of their website to other parties. Web hosting services are defined as allowing a separate, third party to host content on the owner's web site.

1) it looks like I'll have to find another host that offers 100mb or so free passwor protected ftp space then for manageing my project files with others :(

2) Not sure at what point it counts as file hosting. Since I don't want to fill my space up it would be pretty much limited to text examples with mayby one or 2 jpg images (eg an example of how diffrent conditional state ments work or how to get certain grafical effects.)

But then would that depend on how I do it (eg as a forum post type thing with boxes or as a download zip containing the actaul files ready to be viewed or compiled)?

EDIT: I noticed you said servers files. The idea behind this is that it would be a diffrent directory (eg ROOT/projects/ where as the site is ROOT/public_html) so is that allowed as it's restricted to a completly diffrent area? (not to sure on your meaning of "server files")

It took me a little bit to read through what you are asking.

From my experience here, and the request some have made ... Your request seems similiar. This doesn't sound like it would be in violation of our Terms of Service ( TOS ) ... Let me pass this message on to one of our Admins to be absolutely sure. We would hate to turn away a customer over a misunderstanding.

I don't think it is against TOS. What they're concerned about is leeching off of the bandwidth. (Think of it as "sub-leasing" your webspace).

There is the option for multiple FTP accounts so I don't see a reason you shouldn't be able to give them access. You can even limit the quota of disk space they can use.

If I were you though, I would wait and see what the admin says before proceeding.

This would be fine to do. That part of the TOS is more towards the file hosting sites.
