Is this IP address being blocked?

My domain, www.koriciza.org cannot be accessed by a friend of mine in Burundi. He has flushed his DNS cache, but he is still unable to access. He pinged the domain and all four packets of data were lost. HellSheep asked me to find out his IP address to check if the X10 firewall was blocking it. My friend's IP address is 193.220.137.2.

I would appreciate if if someone could check this.
