If it is possible and if anyone knows how to make sites like that it would be greatly appreciated if I could get some information on how to.

I can't help you with the how but take a look at the Terms Of Service to find out whether it's allowed or not. (I think it should be)

If there nothing about this kind of site in the Terms of Service then I would guess it's allowed. But make sure you don't use up too much of the servers resources as this would get you suspended.

Also can I get some info on how to make a site like that please.
