Your site was in Chinese with no translation available to one of the languages required by the TOS, so it got suspended for this too. Doesn't matter what Chinese law says, because the TOS you agreed to in order to use our services says it's not allowed.

You cannot be unsuspended. You cannot retrieve backups. That's all there is to it.


Edit: For the curious, user was temp-banned because he was informed several times this is a permanent suspension, but still took the effort to reopen a ticket for the same thing. I do take some offense to the "do not believe you can check" which I believe is poorly worded; on a manual suspension, I always doublecheck.
