login to cpanel to use postgres

i am having trouble logging into cpanel to use postgres. Is this disabled on a free account?

Yes, and PostgreSQL is not available at all on Free Hosting accounts (though it seems to be impossible to point that out to the cPanel interface, which assumes that PG will be available). Among other things, the Free Hosting stack is stripped down to a minimum viable environment to reduce support requirements (and most off-the-shelf software assumes MySQL).
