Low FPS in CS

My bro's computer played cs fine:
comp specs:
7600gt
3800+
1 gig ddr2 ram
MSI mobo

This setup got 100 fps in cs easy, my bro did something and now it won't go over 4 fps, any help?

Maybe he messed up your graphics card drivers? I suggest uninstalling the existing drivers and installing the one from nVidia's website
