Low Stakes Credit Raffle

I ran one of these a few weeks ago and it seemed to work out great.
So I think I'm going to run another one.

Here are the rules:

> There are 15 tickets [Numbered 250-264]. Each one costs 100¢. No one person can have more than 5 tickets. When you buy tickets, mention which ones you want.

> The Raffle Starts when I make this post. It ends April 25, 2008 at 10:00am (Pacific Time GMT -08:00).

> The Winner will get 1000¢.

> If, for some reason, not enough people join into the raffle for me to pay the winner; I will either extend the raffle longer, or I will refund everyone for their credits.

> I will use the system at http://www.random.org to select the winner.

How is it low stakes if you can have a 25% chance of winning?
That seems high to me.

There, i took out 5 of the tickets. Now it's a 33.3% chance. That seems fair enough to me.
