mail sending failed

.i tried to send mail from webpage today it does not work. when i trace back using squirrel mail it show this error

Message not sent. Server replied:[INDENT] Connection refused
111 Can't open SMTP stream.[/INDENT]

two week ago it was working fine. could you tell where the problem is ?
