Max Upload Size?

Hi I was wondering what is the max upload size on the intermediate php (v2)? phpinfo() seems to suggest that it's 2MB

If so is there a way of increasing it through .htaccess, ini_set or any other means? The reason I ask is for attachment sizes to a forum. Some exceed 2MB and therefore cannot be uploaded by the users. Another script I'm working on is also limited by this setting.
