You have many options:
1) Use SiteReptile from Cpanel. This asks you a few questions and makes the whole website for you. It's limited because there's only a select number of templates to use.
2) Use Softaculous to install a CMS or other software. There are almost limitless numbers of free templates available for CMSes like Drupal and Joomla! and the software will do anything you want, for the most part.
3) The old fashioned way. Use CPanel's file editor to create a new file in the public_html folder called index.html. Edit it and fill it up with your code to your liking.
Personally, I would use method #2, install Drupal and then use Drupal's website as a guide to creating your site.
