Modify SUHOSIN in php.ini

My theme allows different menus but I can not see them. I have contacted the creator of the topic and he recommends that php.ini be modified to these values:

suhosin.post.max_vars =5000
suhosin.request.max_vars =5000

How can I change them? Can you change them, please? Grateful.
