i need to get this added to modsec2 whitelist configuration

SecRule REQUEST_URI "/admincp" phase:1,nolog,allow,ctl:ruleEngine=Off

to get vbulletin admincp to work right

work out mybb has problems with this too can't change any settings in the admincp without getting 403 error

With mod_security2, you cannot toggle any part of it on or off using .htaccess files containing the configuration you had posted (it ignores it pretty much).
The rules affecting site functionality will have to be altered by those who have sufficient access.

what i posted isnt for the .htaccess it is what guys at vbulletin told me to ask my host
