MySQL is currently online. There isn't a way you would be able to restart it yourself, as it's a server-side setup. If it does go down, it should come back up on it's own.
Looking at your site, one install of Drupal is giving an Access Denied MySQL Error. The other install at the subdomain looks to be working just fine.
