please i want to know why my account is suspended again.is it because of my not upgrading to your premium hosting or is there any other thing attached to it

No, this round it's showing you put a proxy on your free hosting account, which is explicitly disallowed in the TOS. This resulted in your permanent suspension.

Proxies are also not allowed on paid.
