Hmm nothing working and i cant even open the link ..

Hmm, mysql isn't the problem. use pcriot (http://www.pcriot.com), and see if you can access it through there. If you can, then your firewall / router / isp is blocking port 2082 (used to access the cPanel). Pcriot is perfectly safe for you to use to access cPanel if needed (It's hosted by us).
