My site is not open in gulf region

hello sir,

my website http://12help.elementfx.com/search/search.php is not open gulf (Saudi Arabia) Region. IP address [87.101.244.7]
IP details is... IP Address '87.101.244.7' Country Code 'SA' Country Full Name 'Saudi Arabia' State Name 'Ar Riyad' City 'Riyadh' Latitude '24.6408' Longitude '46.7728' Hostname'87.101.244.7'


when ever my visitors of this region is try to open my site he got an error message "Server is too busy" or " The page can not be displayed"..

in india region some time my site is not translate by google laguages tools.

problem only occur on last thursday [28/02/2008] before this date everything was ok.

please please please help me.

problem is not only my site but every subdomain or sits of elementfx.com
