what does this mean and how do I fix it i am trying to run a guest book

It means that you have not set the right username and password

You need to change the username and password in your config file for the guestbook.
The username should be your cPanel username and the password should be your cPanel password.

do you have any idea what the config might be called?

The logical name would be 'config.php' or 'configuration.php'
If you can't find a file with that name it could be in 'index.php'

If you still can't find the configuration, see if you can find some installation instructions (The guestbook should have come with some, if not try the developers website)
