MySQL Connection Issue-Website is down due to DB connectivity

I am having issues with my site. When I log in all I get is Database Error: Unable to connect to the database:Could not connect to MySQL. I dropped my user and then added them back with all Preferences and it still doesn't work.

What else can I do?
