Create A New ONE from cpanel by clicking mysql database wizard.
Then go to PHPMYADMIN select the database and click import,browse and locate the database file you wish to upload.

Use the phpmyadmin. select the database concerned if it is created already. If not create a new database there. get the sql statement ready. use the import feature in the phpmyadmin after selecting the database which you want to set up. browse and give the sql dump file and click ok. thats it. Its done.
