I'm not able to create a database in the MySQL Database Wizard nor the MySQL Database List!

if needed a member of staff will ask for it.

administrators have access to your username and will never ask for your password.

as for your problem:
cossacks(new server) is experiencing problems with connecting to mysql servers
administrators have been alerted and are working on a fix.
