Cpanel lists no databases, but when I try to set up a database it says I have exceeded the number of databases. Can you clear something and reset it to xero?

found out that issue was the advanced servers or down and i switched to static but it has no databases. I swithced back to advanced but it seems to be perpetually down. Any ideas when it will be back up? I REALLY need this site up on a consistent server with 99% uptime. Will the stoli server be able to do this or do I need to find another host?
