Is there a problem with the MySQL server. The account manager panel says it is up, but I get a database connection error when I go to my WP site.

Have you tried connecting to your databases through the phpMyAdmin interface in cPanel? That will tell you if your databases are still intact.

there is definitely a problem since yesterday involving databases.
Yesterday I had to abandon my site (yesterday evening up to when I went to sleep around midnight- Berlin local time ca. 22:00 GMT).

This afternoon it was working, but the problem has resurfaced from around 2:00 pm GMT.

This is the Drupal generated error:

Unable to connect to database server

If you still have to install Drupal, proceed to the installation page.
If you have already finished installed Drupal, this either means that the username and password information in your settings.php file is incorrect or that we can't connect to the MySQL database server. This could mean your hosting provider's database server is down.
The MySQL error was: Too many connections.
Currently, the username is xxxx and the database server is localhost.
  • Are you sure you have the correct username and password?
  • Are you sure that you have typed the correct hostname?
  • Are you sure that the database server is running?
Here are others:

Warning: mysql_pconnect() [function.mysql-pconnect]: Too many connections in /home/xprt007/public_html/adp/admin/database.php on line 7
Cannot connect to database, check if username, password and host are correct.
Network Error (tcp_error)

A communication error occurred: "Operation timed out" The Web Server may be down, too busy, or experiencing other problems preventing it from responding to requests. You may wish to try again at a later time.
For assistance, contact your network support team.
They come after the page tries for a long time to load but cannot.

Yesterday when the problem came up, when I checked my account, everything including the db server were indicated to be running.

----------------

Just after I posted this the db connection problem seems to have gone (around 2:35 GMT), but I hope it wont turn up again
