nameserver problem

i have created a site that is now working and i just want to register a domain name to .gov.ph (www.dns.gov.ph)

my domain name request was disapproved because the nameserver that i stated was invalid... here is the letter they sent me.

We are sorry to inform you that your domain request for the
Organization: Dagupan City Water District
Domain name: dcwd.gov.ph has been disapproved because of the following reasons:

Reason(s):Invalid nameserver information. Please coordinate with your ISP for the nameserver information. Also, please note that a nameserver is different from a webserver.

this is the nameserver that i submitted to them

Nameserver 1 Nameserver 1 IP address
ns1.x10hosting.com 74.86.117.243

Nameserver 2 Nameserver 2 IP address
ns2.x10hosting.com 70.87.51.251

is the nameserver that i provided is correct? they told me that the nameserver is invalid. thanks for reading my post
