Thats just phpbb2 with a template and some modifications. It should be easy enough to do.

Try use a portal with Forums, i preffer SMF & Mkportal or Tinyportal, Post-nuke is good too, and PHP-Nuke, if you install the NukeSentinel plugin... all are good
