I think what she means is there a way to add this forum to a free account with 10-hosting, the answer would be simply yes (if the free account meets the requirements of vBulletin)

Simply upload the script using ftp to you website and follow the install guidelines and if you have issues I would suggest that you ask at the vBulletin forum for help.
