New account not working

My new account is not working. Cannot connect to the homepage and cpanel at all. (I already got the email that saids my account is ready to use). HELP~! =(

I just checked your domain and everything seems to be fine, except you have no index. Try clearing all temporary files and cookies and then try again.

As I came back on but I had a problem with my database ( bad backup version) was missing a shed load of tables.

But it seems the server down again so im have to wait before I can do anything else to it
