new database problem

I just made an account, and tried to make a database.

I've done this before, so I know how it works, but when I push the MySQL databases button to create one, after giving the name of the database, it says that I have reached the maximum databases posible, even though it's the first one.

at cPanel Home, in the left menu, I see that I have 0/0 posible MySQL databases.
my question is, how can I create a database?

You will have to upgrade your hosting package.

Static plans come with no MySQL databases.
