No FTP Access

I keep getting a "Connection Time Out / Server Hung Up" error when trying to get FTP access to my account (via FTP program Transmission). I can access the files if I go to the cPanel and then go into the file manager section, however, this is really inconvenient.

Is this a server issue?

Im not sure, are you sure you have the right username and password? it could be a server issue, basically no one can answer this for you except for the admin, what server are you on?
