I've seen in several recent threads that remote MySQL access has been firewall-blocked. This I discovered after doing all I could come up with in my config.
You know, if the CPanel has an explicit "Remote MySQL" option where you can register your remote host, and even a % wildcard, the LAST I expected was that you had blocked port 3306 on the firewall and left that option in the panel.
To save some time and headaches to other users, you should remove "Remote MySQL" from the CPanel.
