Not able to connect to FTP

Hi
I have created a ftp account and trying to connect via filezilla FTP client but I receive a error message stating service not available. I have tried connecting as per the steps provided by help in control panel. I have also tried connecting via FTP and SFTP config files. i am connecting as anonymous user. Please help.
