Only Apache C-panel Page Displays

See previous post "Domain Registration Settings?" -- I thought the problem was fixed because it worked for a little while. Now it doesn't work again. When I go to my URL (http://www.soultosoul.net/) all I get is the Apache C-panel page that says my site hasn't been built yet.

Any suggestions?
