i was just looking at your premium service offers and i was wondering if you upgrade do you get put on your own server? So that all the lagg of free hosting wont be there anymore? And the random display errors that occur occasionally. Does all of that go?

No, not your own private server, but you get moved to a different server with far fewer users (just other paying users). Which means it's quicker.

What Sharky said. Also, if you get a VPS, it's still not a "Dedicated Server" like what you're wondering here, but owning a VPS does guarantee you resources as well as give you complete control over your operating system of choice. You can consider it a dedicated server in that case.

To be a little bit more specific, there are thousands of free accounts per free server. There are many (not sure how many) paid accounts per paid server, but probably less than 100. There are few (probably less than 10) VPS accounts per VPS server, depending on how big a package each user ordered.

If you want a website with 99% uptime, paid is sufficient. If you want that elusive 100%, you can go VPS, but it is quite hard to manage everything yourself. I've had paid a while now and I'm very happy with the uptime.
