Paintchat

I've been trying to set up a paintchat on my computer so that my friends and I can draw together, but they can't access it.

Many people have suggested that I have a router, but when I go to: http://198.168.1.1/
it says site cannot be found.

I can access my firewall, broadband, ect through http://192.168.1.254/ but it doesn't help at all.

I use SBC/AT&T. Help/suggestions?

I could also run it on here but free hosting doesn't get shell access, and I don't know how to do it even if I had shell access.

in my firewall, TCP is checked off. Could this be the problem?

That would be nearly impossible seeing as its freeware, and they're japanese. I can't even read the site.

I got the english version from Kameloh, who hosts oekakis and knows paintchat. Even she was confused in terms of my dilemma..
