permission error to reply existing threads

I am getting following error when i try to reply any existing threads created by others.Can anyone let me know how can I get things right?

We have disabled users replying to other people's thread in the 'Free Hosting' Forum because it was making Staff's jobs harder.
You should be able to reply to other user's thread in other sections of the Forums, just not 'Free hosting'.
