Persistent 'Service Unavailable' 24/7

Recently I've tried to set up a few softaculous scripts (polls) on my site. When accessing them, I would never get to them and get Service Unavailable instead. I waited for non peak times and it persisted. I deleted the content and the index would load fine again. After adding some php files to prepare for site launch, the Service Unavailable persists.

Basically, if I only have one file, the site works fine. If I use more than one file, nothing will load.

Html pages work.

Any php file breaks it.

Images show up after some time, sometimes.

Is there a reset that can take place on the account?

I've deleted every file and recreated just one file. As html it works fine. As php, it becomes service unavailable again.
