I've got 0 experience with PHP and MySQL, but I've been quoted around $500 for the site I want, so I'm trying to tackle it myself. (I do know C, VB, HTML, and some Java.) I'm wondering if there's a 3rd party GUI program I can use to help me visualize what I'm doing. Thanks.

Off the top of my head, Dreamweaver and PHP Designer will both do the job nicely.

You can also use a content management system like joomla for this.

Depends on what the site was - if it's a CMS then yeah I'd jump on Joomla like Mario jumps on those weird turtle things (bad analogy, too early in the morning to think of a good one).

@TopMer: What was the original site you got quoted $500 on? As in what kinds of things were you looking to include - if it's something that a prebuilt freeware Content Management System (cms) can do, I'd recommend looking at Joomla, Drupal, or e107 (those seem to be the big 3).

If it's more complex than that, we'll be better able to assist once we know what you're aiming for :)
