php.ini settings

With all scripts for forum, blog or forum I cannot upload files of any size (jpg, gif). Something in my php.ini is blocking it. I have ensured that all the settings are correct and that the script allows the file type to be uploaded. The jpg I try to upload is 33kB in size. There should be no problems with the file restriction. Can you change the settings in php.ini so uploads aren't blocked?
