How Can I Add ads in PHP-Nuke? I've Tried Javascript, and the iframes

Add that to your page if it's a php page. If not, go to:
http://staff.x10hosting.com/adCode.php?ad=corporate

Then view the source, and copy the ad code directly from there and paste it onto your page.

When I used PHP nuke I used to copy and paste the code in the header.php.

Header.php worked? ( I always placed the code at the very top befor anything..)

yup it worked, it only goes below newsposts, on everything else its on top, but if it goes below, i will place it at top
