Is there a php nuke chmod requirement for a manual install to work correctly?

Installation goes fine but when I go to change my theme I get a blank page with no errors. I have no issues uploading it to other sites. I'm new to cpanel and afraid I'm probably missing something.

Upgrade your PHP version to intermediate.

This can be done through your account panel.
