php scripts do not start

the php files in the domain
tvn.x10.mx
do not seem to work

if i execute these scripts locally the do work.
what is the problem??

Because port 80 is blocked.

I looked at testtvnbaan.php - 5th line is a file get contents with an http address, which means an outgoing connection on port 80, which we block because content scraping and proxies aren't allowed.

is this changed recently?
i tested the other .php file earlier on x10hosting, that was running OK
do all hosting provider apply the same policy?
